Statutory Institutional Hierarchy ​

The administrative framework operates under a three-tiered system to ensure localized response and national coordination:

  • National Level: National Disaster Management Authority (NDMA) Chaired by the Prime Minister. The Vice-Chairperson holds a status equivalent to a Union Cabinet Minister.
  • State Level: State Disaster Management Authority (SDMA) Chaired by the Chief Minister of the state.
  • District Level: District Disaster Management Authority (DDMA) Co-Chaired by the District Collector/DM and the elected representative (Zilla Parishad head).
  • Executive Enforcement: National Executive Committee (NEC) chaired by the Union Home Secretary, which coordinates cross-ministry response during emergencies.
