Propounded by then-FM (later PM) I.K. Gujral, guiding India's conduct toward smaller neighbors (Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives — not Pakistan/China):
1. Non-reciprocity: India does not ask for reciprocity from smaller neighbors but gives what it can in good faith.
2. No interference in each other's internal affairs.
3. Territorial integrity & sovereignty of all South Asian states to be respected.
4. Non-use of territory against each other's interests.
5. Peaceful, bilateral settlement of disputes.
Forms the intellectual precursor to the current "Neighbourhood First" policy.
