Overview & Genesis
- Genesis: Started as the National Biotechnology Board (NBTB) in 1982. Evolved into a full-fledged department under the Ministry of Science and Technology in 1986.
- Mandate: Attain new heights in biotechnology research, accelerate innovation, promote a high-performance BioEconomy, and guide policy/regulation for the safe and responsible use of biotechnology.
1. Institutional Ecosystem & Infrastructure
- BRIC (Biotechnology Research and Innovation Council): A registered society integrating 13 DBT research institutions (collectively iBRIC). The iBRIC+ ecosystem also includes the Regional Centre of Biotechnology (RCB, Faridabad) and ICGEB (New Delhi). Launched the BRIC Entrepreneur-in-Residence (EIR) program.
- PSUs/SPVs:
- BIRAC (Biotechnology Industry Research Assistance Council): Key interface for industry-academia collaboration, start-ups, and incubation.
- BIBCOL & IVCOL: Focused on immunobiologicals and vaccines.
- BioE3 Centers & Biofoundries: India launched its first National Biofoundry Network (2024) to support pilot-scale biomanufacturing via a network of 21 advanced biofoundries. Includes the BioE3-SRC (Strain Resource Centre) at BRIC-NCCS Pune for indigenous microbial strains.
- IBDC (Indian Biological Data Centre): India's first national digital data repository for life sciences, mandated to archive all publicly funded research data. Hosted at RCB Faridabad with disaster recovery at NIC Bhubaneswar. Operates on FeED Protocols (Framework for Exchange of Data) and features ICE-FLAKES (Integrated Computing Environment developed by CDAC).
- BTISNet: Biotechnology Information System Network spanning 52 Bioinformatics Centres.
- High-End Facilities:
- Inauguration of the NHP-ABSL3 (Non-human Primate Advanced Biosafety Level 3) facility at BRIC-NII, New Delhi.
- Biorepository at BRIC-THSTI (Faridabad) became India’s first NABL-accredited BioBank (ISO 20387:2018).
- BioNEST Incubation Centers: Supported 12 biotech parks, including dhaRti BioNEST (IIT Dharwad) and centers in J&K (Ghatti, Kupwara).

- BioE3 Policy: (Biotechnology for Economy, Environment & Employment). Aims to transform India into a global BioEconomy hub focusing on bio-based chemicals, smart proteins, precision biotherapeutics, climate-resilient agriculture, and futuristic marine/space research.
- D.E.S.I.G.N for BioE3: A national contest to foster youth participation in biomanufacturing.
- National Biopharma Mission (NBM): Industry-academia collaborative mission (backed by World Bank) aligned with "Make-in-India" to develop affordable vaccines, biosimilars, and medical devices.
- Biotech-PRIDE Guidelines: Governs the secure and ethical sharing of biological data via IBDC.

- DBT-BIRAC Amrit Team Grant: Supports high-risk, milestone-driven ambitious research under the "Jai Anusandhan" mandate.

- GenomeIndia Project: Sequenced 10,000 Indian genomes across 83 diverse populations. Biobanked at Centre for Brain Research (CBR). Created GI-DB genetic variant catalog (180M variants)
- InTGS: Indian Tuberculosis Genomic Surveillance consortium. Sequenced >17,500 M. tuberculosis isolates to track drug-resistance mutations
- INSACOG: Indian SARS-CoV-2 Genomics Consortium. National surveillance of SARS-CoV-2 genomic variants using Next-Generation Sequencing (NGS)
- UMMID Initiative: Unique Methods of Management of Inherited Disorders. Establishes NIDAN Kendras at public hospitals for newborn screening and genetic counseling
- GARBH-INi: Advanced interdisciplinary research on birth outcomes, specifically targeting solutions for preterm birth and neonatal mortality
- Neonatal Sepsis Programme: Multidisciplinary program leveraging genomics, metabolomics, and microbiome profiling to address neonatal sepsis and antimicrobial resistance (AMR)
- PRaGeD: Pediatric Rare Genetic Disorders mission for genetic diagnosis, awareness, and discovering new variants
4. Notable Scientific Breakthroughs (2024-25)
Space Biotechnology (AXIOM-4 Mission)
- Under the High-Performance Biomanufacturing Initiative, DBT collaborated with ISRO. Gaganyatri Shubhanshu Shukla conducted three experiments on the International Space Station (ISS):
- Growth of edible microalgae in microgravity.
- Cyanobacteria for carbon/nitrogen recycling.
- Metabolic supplements to counter muscle loss (developed by BRIC-inStem).
Therapeutics & Diagnostics
- Vaccines: Phase II trials completed for the first indigenously developed Hepatitis E vaccine and BBV87 (inactivated Chikungunya vaccine).
- CAR-T Cell Therapy: First-in-human clinical trial of an indigenous CD19-targeted CAR-T therapy for pediatric B-cell Acute Lymphoblastic Leukemia (ALL).
- Gene Delivery: BRIC-NII developed a novel organ-specific gene delivery platform using Adeno-Associated Virus (AAV) vectors (targets liver, adipose tissues, brain).
- GaLiNAx: A novel liver-targeting lipid nanoparticle system delivering chemically modified mRNA for Haemophilia B (affordable alternative to protein infusions).
- Insulin Lispro: Biosimilar developed via NBM (CSIR-NCL & M J Biopharm).
- AMR Breakthroughs: BRIC-THSTI discovered a novel bacteriophage virus that kills Acinetobacter junii, a highly drug-resistant bacterium.
- Veterinary Diagnostics: BRIC-NIAB (Hyderabad) developed a rapid mastitis detection kit, indirect ELISA for Brucella with DIVA capability, and novel LFAs for toxoplasmosis and Japanese Encephalitis.
Agriculture & Environment
- NCS-TCP: National Certification System for Tissue Culture Raised Plants (ensures quality of tissue-cultured planting material).
- Crop Genetics: Developed a 120K Cotton SNP chip, Maize hybrid JH20909 (high-density planting), and a complete telomere-to-telomere genome assembly of linseed (T-397).
- TRPVB (Translational Research Platform for Veterinary Biologicals): At TNAU; transferred Lumpy Skin Disease Virus vaccine candidate and Theileria annulata strains.
- Waste to Value & Environment:
- Scaled thermophilic biomethanation for codigesting food waste and sewage sludge.
- Developed an integrated hybrid strategy for the degradation and upcycling of mixed plastics.
- Quantified ecosystem services provided by native bees to forests/croplands.
Societal & North East Region (NER) Programs
- Himalayan Bioresources Mission: Distribution of medicinal plants (Aconitum heterophyllum, Swertia chirayita).
- Drought-Resistant Rice: Released variety "Arun" in Assam.
- Livelihood Initiatives: Mechanized walnut processing (J&K) and aromatic crops (lemongrass/vetiver) in Aspirational Districts like Nandurbar.

- Avata Rx (Biomoneta): USFDA-cleared medical-grade air purification/sterilization system targeting AMR and infections.
