1a. Panchayat Advancement Index (PAI) 2025

Ministry of Panchayati Raj launched the PAI to measure progress of Gram Panchayats (GPs) on 9 themes of Localized SDGs (LSDGs). Composite index built on 435 unique indicators (331 mandatory + 104 optional), 566 data points. Performance categories: Achiever (90+), Front Runner (75-90), Performer (60-75), Aspirant (40-60), Beginner (<40).

First-ever baseline report (FY 2022-23): out of 2,55,699 Gram Panchayats, 2,16,285 submitted validated data — 699 (0.3%) Front Runners, 77,298 (35.8%) Performers, 1,32,392 (61.2%) Aspirants, 5,896 (2.7%) Beginners, zero Achievers. Gujarat and Telangana were state leaders (Gujarat: 346 Front Runner GPs). Portal: www.pai.gov.in.

🏘️ PAI 2.0 Launched 2025

Ministry of Panchayati Raj launched the PAI 2.0 Portal (pai.gov.in) at a National Writeshop, for FY2023-24. PAI 2.0 significantly streamlines the PAI 1.0 framework while retaining the same 9 LSDG-aligned themes:

  • Indicators reduced from 516 to 147 (a 72% reduction).
  • Data points reduced from 794 to 227.
  • Aim: improve data quality and reduce reporting burden on Gram Panchayats.

Success lies in moving from "Tokenism" to "Agency-Saturated & Fund-Verified Local Saturation."
