Overview

The Ministry of Chemicals & Fertilizers serves as the nodal ministry for petrochemicals, pharmaceuticals, fertilizers, and chemicals. Its core objective is to transition from relying on imports to achieving self-reliance ("Self-Reliance-Saturated & Quality-Verified Chemical Saturation"). The sector allows 100% FDI, with Alkali Chemicals holding the largest production share.

Department of Pharmaceuticals & Fertilizers
  • Pharmaceuticals: Implements PLI schemes for API (Active Pharmaceutical Ingredients) to reduce import dependence.
  • Fertilizers: Implements the One Nation One Fertilizer scheme under the Bharat brand to ensure uniformity and reduce subsidy burden.
Petroleum, Chemical and Petrochemical Investment Regions (PCPIRs)

A PCPIR is a specifically delineated investment region of about 250 sq. km (with around 40% earmarked for processing activities).

  • Dahej (Bharuch) | Gujarat: Anchor: OPaL (ONGC Petro additions Ltd). Commissioned in 2017
  • Vishakhapatnam-Kakinada | Andhra Pradesh: Covers 6 SEZs. Includes ports of Kakinada, Gangavaram, and Vishakhapatnam
  • Paradeep (Kendrapara & Jagatsinghpur) | Odisha: Anchor: IOCL Refinery (15 MMTPA)
Department of Chemicals & Petrochemicals: Schemes
  • Plastic Parks: Grants up to 50% of project cost (max ₹40 crore). 10 parks approved (e.g., MP, Odisha, Jharkhand) for downstream processing
  • Centres of Excellence (CoE): Grants up to ₹5 crore to promote new applications and research. 18 CoEs approved
  • Chemical Promotion Development Scheme (CPDS): Grants-in-Aid for studies, surveys, and seminars. Includes farmer training on judicious pesticide use
International Conventions & Treaties
  • Chemical Weapons Convention (CWC): Bans development, production, and stockpile of chemical weapons | India's Status: Signed 1993. CWC Act 2000 in force. NACWC (National Authority) under Cabinet Secretariat. Categories: Schedule 1 (Weapons), Schedule 2 (Precursors), Schedule 3 (Dual use)
  • Rotterdam Convention: Prior Informed Consent (PIC) procedure for hazardous chemicals (Annex III: pesticides & industrial chemicals) | India's Status: Parties notify Secretariat when banning/restricting a chemical. Joint Secretary (Chemicals) acts as India's Designated National Authority (DNA). Targets Severely Hazardous Pesticide Formulations (SHPF)
  • Stockholm Convention: Eliminate/restrict Persistent Organic Pollutants (POPs) | India's Status: Ratified 2006. Annex A (Eliminate), Annex B (Restrict), Annex C (Unintentional production)
Bhopal Gas Leak Disaster
  • Date: December 2-3, 1984
  • Chemical: Methyl Isocyanate (MIC) leaked from Union Carbide pesticide factory.
  • Action: Bhopal Gas Leak Disaster (Processing of Claims) Act, 1985 empowered the Union of India to take over litigation and disburse compensation.
Public Sector Undertakings (PSUs)
  • Hindustan Organic Chemicals Ltd (HOCL) | Active (Kochi unit): Rasayani unit closed. N2O4 plant transferred to ISRO (sole indigenous source of liquid rocket propellant). Kochi unit produces Phenol, Acetone, Hydrogen Peroxide
  • HIL (India) Ltd | Active: Sole global manufacturer of DDT (for WHO malaria control). Developed Long Lasting Insecticidal Nets (LLINs) - HILNET in collaboration with CIPET. Setting up Bti bio-larvicide plants. Executing FARM project for bio-pesticides (Btk, Trichoderma, Neem)
  • Hindustan Fluorocarbons Ltd (HFL) | Closed: Subsidiary of HOCL. Formerly produced Poly Tetra Fluoro Ethylene (PTFE)
Autonomous Institutions
  • CIPET (Central Institute of Petrochemicals Engineering & Technology): Skill development, technology support, academic, and research (STAR) | Key Achievements: Conducts NSQF-aligned skill training. 48 centres across India. Setup Plastic Waste Management Centers. Established 3 Schools for Advanced Research in Polymers (SARP)
  • IPFT (Institute of Pesticide Formulation Technology): Development of user/environment-friendly pesticide formulations | Key Achievements: Established 1991. NABL accredited, OECD GLP certified, CIB&RC recognized. Setting up a Bio-foundry under the BioE3 policy. Conducting drone spray trials
Quality Control & Trade Intelligence
  • BIS Standards: The Department issues mandatory Quality Control Orders (QCOs) for major chemicals and petrochemicals.
  • Imported and domestic products must conform to BIS Standards. Exporters based abroad must apply for a license under the Foreign Manufacturers Certification Scheme (FMCS).
