Digital India: The Governance Stack

Launched on 1 July 2015 under the Ministry of Electronics and Information Technology (MeitY), Digital India aims to transform India into a Digitally Empowered Society.

Cue WordsNotes
What are the three pillars of the Digital India campaign?
  1. Infrastructure: broadband in every village (BharatNet) and digital ID (Aadhaar).
  2. Services on Demand: seamless integration across departments and "Real-time" service delivery.
  3. Citizen Empowerment: universal digital literacy and availability of digital resources in local languages.
What constitutes the 'India Stack' and how has it achieved global success?
  • India Stack: Aadhaar, UPI, and DigiLocker—creating a "Public Good" model for the world; showcased internationally as Digital Public Infrastructure (DPI), including during India's G20 presidency (2023).
  • Recent addition (2024): IndiaAI Mission approved with an outlay of ~₹10,372 crore over 5 years to build compute capacity, datasets, and AI skilling—positioned as an extension of the Digital India/DPI push.
  • Do not confuse with the proposed Digital India Act, which is meant to replace the IT Act, 2000, and is a separate legislative reform, not a scheme component.
Summarize the core target and way forward for Digital India. - Success lies in moving from "Paper-trails" to "Service-Saturated & Connectivity-Verified Digital Saturation."
What is the PAN 2.0 Project approved by the Cabinet in November 2024?
  • PAN 2.0 Project 2024: Approved by the CCEA (chaired by PM Modi) on 25 November 2024 with an outlay of ₹1,435 crore.
  • An e-Governance project of the Income Tax Department re-engineering taxpayer registration services — consolidates core and non-core PAN/TAN activities plus the PAN validation service into a single upgraded ecosystem.
  • Enables PAN to function as a "Common Identifier" for all digital systems of specified government agencies, aligned with the Digital India vision (complements the UMANG/DigiLocker use of PAN noted above).
  • Origin 2023: The PAN-as-common-identifier idea traces to Union Budget 2023-24 (1 Feb 2023), where the Finance Minister announced that PAN would become the common identifier for all digital systems of specified government agencies — later Cabinet-approved as PAN 2.0 in November 2024 above.
